How to know if your building needs to benchmark

Covered buildings list

To check if your building is covered by the Building Energy Savings Program (BESP) and needs to benchmark, check the Covered Buildings List of the Madison BESP Official Website. On the Covered Buildings List you will find your building's Madison Building ID (MBID) that you will need to submit your building to the BESP.


The Covered Buildings List will be updated yearly so please review the newest list to verify your building's status. 


Covered building sizes

All non-residential, commercial buildings with floor space of at least 25,000 square feet (sq. ft) must comply with the Madison BESP. The program will be phased-in over three years starting in 2024:

Large buildings:  

>100,000 square feet


2024

(for 2023 calendar year data)

Medium buildings:  

50,000 - 99,999 square feet


2025

(for 2024 calendar year data)

Small buildings:  

25,000 - 49,999 square feet


2026

(for 2023 calendar year data)



Covered building types

In mixed-use buildings, only the non-residential portion of a building counts towards the size threshold and is covered by the program. This includes buildings that have the following uses, for example:


• banking/financial services,
• data centers,
• education (such as K - 12, daycare, pre- school, post-secondary school),
• entertainment/public assembly (such as convention centers, gyms, movie theaters, performing arts, meeting halls, recreation centers),
• food sales and services (such as restaurants, supermarkets, grocery stores, convenience stores),
• healthcare (such as hospitals, medical offices, senior care communities, assisted living and nursing care) ,
• lodging (such as hotels, motels),
• offices,
• retail (such as retail goods establishments, retail service establishments, department stores, mass merchandising stores, specialty stores, enclosed retail malls and shopping centers),
• technology/science (such as labs and research facilities),
• warehouses, distribution, and package delivery facilities,
• and buildings occupied by non-profit organizations including places of worship.
